Waiver for Use of Pactor 4 In Us Extended. Sept 6 2019

The use of Pactor 4 to support Hurricane emergency communications has been extended until Sept 13 2019

Part of the order reads as follows

7. We conclude that granting the requested waiver is in the public interest.  Hurricane Dorian has caused (and is likely to continue to cause) substantial damage in the southeast United States, and communications services will be disrupted. See, e.g., FCC Chairman Pai Issues Update on Hurricane Dorian Preparation Efforts (Sept. 2, 2019), https://www.fcc.gov/document/chairman-pai-issues-update-hurricane-dorian-preparation-efforts; see also Public Safety & Homeland Security Bureau Extends the Disaster Information Reporting System for Hurricane Dorian, Public Notice, DA 19-876 (PSHSB Sept. 4, 2019).  Thus, to accommodate amateur radio operators assisting in the recovery efforts, we grant ARRL’s waiver request until September 13, 2019.  The waiver is limited to amateur radio operators using PACTOR 4 emissions in the continental United States who are directly involved with HF hurricane relief communications.  Grant of this waiver is without prejudice to the resolution of the pending rulemaking proceeding.8. Accordingly, IT IS ORDERED that pursuant to section 4(i) of the Communications Act of 1934, as amended, 47 U.S.C. § 154(i), and section 1.925 of the Commission’s rules, 47 CFR § 1.925, the Emergency Request for a Temporary Waiver of Section 97.307(f) of the Commission’s Rules filed by the American Radio Relay League, Inc. on September 1, 2019 (as amended on September 5, 2019), IS GRANTED as set forth above.
9. This action is taken under delegated authority pursuant to sections 0.131 and 0.331 of the Commission’s rules, 47 CFR §§ 0.131, 0.331.

[RAC-Bulletin] Hurricane Dorian Update: Environment Canada issues Tropical Cyclone Information Statement for Atlantic Canada and Southern Quebec

Environment Canada issued a Tropical Cyclone Information Statement this morning for Atlantic Canada and Southern Quebec and it has been provided below. I will monitor its progress during the coming days and provide updates.

Operators are advised to prepare their homes for high winds and rain and, when able, to monitor local repeaters, the International Amateur Radio Union (IARU) Emergency Centre of Activity Frequencies and the Hurricane Watch Net to provide local information.

Hurricane watch is in effect for all of Nova Scotia. Tropical storm watches are in effect for southeastern New Brunswick, Prince Edward Island, the Magdalen Islands and western Newfoundland.

According to the latest forecast guidance, the most likely track projection brings Hurricane Dorian south of the Maritimes on Saturday, pushing through eastern Nova Scotia Saturday night, and then over the eastern Gulf of St. Lawrence waters or western Newfoundland by Sunday morning.

Severe winds and torrential rain will have major impacts for southeastern New Brunswick, Prince Edward Island, Nova Scotia, Western Newfoundland, and the Quebec Lower North Shore. Large waves are expected for the Atlantic coasts of Nova Scotia, Newfoundland and for eastern portions of the Gulf of St. Lawrence. Finally, storm surge, combined with large waves and pounding surf, may give flooding for parts of Nova Scotia, Prince Edward Island, Newfoundland, and the Magdalen Islands.

[RAC-Bulletin] RAC Annual General Meeting: Saturday, September 14: Webinar update

The Radio Amateurs of Canada is pleased to hold its Annual General Meeting (AGM) in Riverview, New Brunswick just outside of Moncton. The AGM event will be hosted by the Moncton Area Amateur Radio Club and will be held in conjunction with its Annual Fleamarket, which is being held at the same location. All RAC members are encouraged to attend the Annual General Meeting.
Date: Saturday, September 14
Time: 1 pm (Atlantic Daylight Time)
Place: The Annual General Meeting will be held at the Riverview Lions Club, 701 Coverdale Road in Riverview, New Brunswick.
Agenda items will include:

  • Report of the President
  • Review of the 2018 finances
  • Appointment of auditors for 2019

A Question and Answer period will follow the AGM proceedings. This is your opportunity to hear what your representatives have been doing over the past year, to raise questions, and to make suggestions about how RAC is managed and where it is going in the future.
The meeting will be attended by members of the RAC Board of Directors and Executive and is open to all RAC members.
